Technically, it is not right to do that, but if there is sufficient reason to tow the car and the driver or owner refuses to go down, then it makes it legal. There should be proof that resistance was there, before resulting to tow the car with the person in it.

Yes, there is a way to make your car seem as if it is not towable or make it most difficult for a tow truck driver to be able to tow your vehicle while in school. The option is for you to parallel park your vehicle on the street.

When parallel parking your vehicle in the middle of the street in between cars will make the tow truck driver unable to get to your vehicle to tow it. By the line of cars in front and behind your vehicle the driver will not be able to hook any cables to your vehicle to successfully tow the vehicle.

This will work if the other vehicles are not being moved at that time for the driver cannot move all of the vehicles in order to tow your vehicle from the parallel parking space.

Can persons ride the car while it's towing by another Truck?

If the car towing on trailer connecting to u-Hull track can people ride it in case the no. of passenger exceed the allow limit for u-hall truck. Just to verify the law for travelers high way did they can ride car during towing
