Greetings such as 'Dear' typically have no place in a truly professional and conservative business letter. Likewise, closing the letter should be professional, most often using a closing such as 'Thank you', or 'Very Respectfully'. Closing a professional letter with common Colonial English expressions such a 'Kind Regards', or 'Best Regards' is considered unprofessional in countries like America.
