Yes, but you need another device to recover your previous Google account that you have forgotten. Navigate to the Google account recovery Web page and click "I don't know my username" first. Enter all of the required data, including your phone number, recovery e-mail, and your full name to gain your user name sent to you. Then, you will need to revisit the Google account recover Web page and click "I don't know my password". This will help you to recover your password associated with the user name. You may need to enter your recover e-mail address, any previous password, or verify your identity (click "Verify my identity" if you see such a Web page) to reset your password.

If you cannot recover it, then you will need to hard-reset your smartphone from the powered-down state. This will delete all of your user data, but you will be able to access your smartphone.

If you still see the Google anti-theft prompt that asks you to enter your Google account details and you cannot recover them, then you need to contact the previous owner and gain the user data and password to unlock the smartphone. Otherwise, you may need a proof of purchase for an official service center for the brand of your smartphone to unlock it.
