Unfortunately, you cannot remotely turn your phone's GPS on. This is because Google recently implemented a feature into the version of Android that your Samsung Galaxy Note3 is running that prevents the GPS from turning on without direct user interaction. In other words, your GPS cannot be turned on without you touching your phone and making it turn its GPS on. There are some apps that claim to be able to remotely enable your phone's GPS, but there are two things that prevent you from using them: you have to install them on your phone before you lose it, and you also have to be running an older version of Android that doesn't have the new Google feature.
