Since it is an Android device, your Samsung Galaxy Note3 requires specialized drivers to be installed in order for it to be recognized by your Windows 8 PC. The easiest way to install these drivers is to install Samsung Kies 3, which will also allow you to backup, transfer, and sync files from your PC to your phone and vice-versa. Click here to download and install Samsung Kies 3. Once Samsung Kies has downloaded and installed, plug your phone into your computer and follow the onscreen instructions. Your Samsung Galaxy Note3 will now be connected to your computer, and you can use Kies to transfer, backup, and sync your files.
