Can't set up a new Samsung device. "Please sign in using one of the owner's accounts for this device."?

My mom just got a new Samsung tablet. She logged in once a week ago, but then the SIM card came out. We got the SIM card in and the device is reset. Now I'm trying to help her set it up, but we are stuck at the "verifying your" account stage.. . It says "This device was reset. To continue, sign in with a Google Account that was previously synced on this device." She rarely uses her Gmail so we had to reset that password. Now when we try and use that account it says "Please sign in using one of the owner's accounts for this device." . . I don't know what to do anymore. The closest example on this article says that they are getting a message telling them that the password is incorrect. This situation is different because it isn't saying that it is an incorrect password, but saying that it isn't the owner's synced up email, when it is. I have tried: Tried using her Hotmail to sync it up (the only email she really uses), tried resetting her Gmail password. Tried to contact Google but can't find a 1-800 number or live chat. I think it was caused by: The device did a reset when we were fiddling with the SIM card. I don't know if that was normal, or if it was from us fiddling around with the buttons. We also reset her password, and I'm worried that now she is locked out of the device for resetting both it and her password around the same time.

Galaxy S7 cell phone is locked after factory reset?

I did a factory reset to my Galaxy S7 phone. When starting it back up, it said my Gmail password was incorrect. I did a reset password and now the phone just keeps saying I need to use the original Gmail account that was used to set up the phone. I am using the original Gmail account. How can I fix this? Sprint has been no help at all. The article doesn't explain how to fix this issue. Or I am unable to locate the answer.
