This is common especially if you were using a third party app for security at some point. So go into the phone Settings menu. Choose Security then select Clear All Credentials. This should enable the Swipe option again. If it does not then put your phone into Recovery Mode and select Wipe Cache Partition. The phone will restart but go back to Recovery and choose Wipe Dalvik Cache. This removes any conflict cache yet will not delete everything like a hard reset would.
