First, you need to tap an option only once. It should be pronounced to you by the smartphone. Only then, you need to double-tap the highlighted option. Use two fingers to scroll down or up. You will need to navigate to "Apps" > "Settings" > "Accessibility" to uncheck "TalkBack" and tap on "OK". Here is the full list of the gestures that you can use in the TalkBack mode:

If your smartphone is stuck completely, then turn it off. Press and hold the power, home, and the volume-up buttons until you boot into the recovery mode. Choose "wipe cache partition" with the volume buttons and press the power button. Select "reboot system now" with the power button. This should reset some of the settings on your phone, and it may start to function as normal.
