If your Samsung Galaxy S4 was turned on when you lost it and both the power and GPS chip stayed on, and you logged into a Google account on your phone, you could go to this website and lock, wipe, or call your device so you could retrieve it. Unfortunately, if your device and/or GPS chip have been turned off, you will not be able to use this Google service until it is turned back on. In other words, there is no way to remotely wipe your phone until it is powered back on and the GPS chip is also turned on, as well. As a recommendation: always keep your phone charged, and always keep it as securely-locked as possible. A password lock for your phone is the most secure way to lock your device so that nobody can get into your phone, and it will also prevent them from turning your Samsung Galaxy S4's GPS functionality off.
