Swapping out the SIM is why you have this issue. Put the old SIM back in the phone. Then go to your Settings and Security and select SIM Lock. Disable the lock. You can then swap in the new SIM. If still this does not work then it is because your old SIM was disabled. If you never set up and Privacy Protection Password then contact your carrier and request their universal SIM Lock code. It is usually something like 000000 or 123456. They may make you go into one of their flagship stores and show identification before providing the code to ensure that it is not a stolen device.
