How to get rid of excessive mucus in throat?

when I wake up in the morning my throat is full of mucus and I find very difficult to speak and then after lot of coughing I have to clear my throat.so what can I do to reduce this problem??

What can I do about my neck, problem is explained below?

Well I don't know but I always get the feeling of something being in my neck, maybe mucus or so but I don't really know, I've tried coughing it out but to no avail do you have any idea on what it could be. I have had this problem for quite some time.
