How to I figure out my boyfriends location without a tracking device on both phones?

No one has seen my boyfriend in two days. I know hes gotta be okay cause he talked to me for a few minutes yesterday but then he shut off his phone.. I have tried: I've tried calling him and he won't pick up the phone he says call later. I think it was caused by: I don't know
