How can I use screen mirroring in Galaxy Tab3?

In my device there are no connections available

If you mean that there is no internet or mobile connection available then you will not be able to connect to any device to mirror for you will need one of these connections to send the signals to the device you are trying to use.

You can use screen mirroring on your Samsung Galaxy Android in two ways. First is by using an adapter to be connected on your phone to your TV or you can also do an AllShare if you also have a Samsung TV or a third party equipment that supports mirroring of a supported Android device to TV. If you have a Samsung TV and it is not being detected, make sure that you are connected to the same network and power cycle both devices as it may be having interference and do the same steps to mirror.

Can you screen mirror with the Galaxy tab 3 7inch?

Screen mirroring my TV and my device

Yes, you can mirror your device to your TV but not the other way around. You need to make sure that your TV supports mirroring or you have bought a dongle to enable screen mirroring (Miracast) for your TV. You will also need to have that feature present in your device. If you enable both devices, you can successfully mirror it. But since you have not indicated what brand of TV you have or if your device is also a Tab 3, I cannot provide the exact steps for mirroring it.
