If this is someone you know decently well and this is just a hang-out dinner, there's no need to worry. Just send a note along the lines of this:

"Hi,, it was fun hanging out with you at [LAST TIME YOU TWO SAW EACH OTHER]. I'd like to have you over for dinner on [DAY] if you're available. Let me know!"

It's a different story if you're asking this person with the intention of it being a date. If that is the case, try something like this:

"Hi,, I really liked chatting with you [LAST TIME YOU TWO TALKED]. I'd like to take you out to dinner sometime. How's [SUGGEST A DAY]?"

You'll have to gauge their reaction to know if it's something to pursue, but that's a good, direct approach that will let them know you're interested.
