If you are talking about your password lock on your S3, the easiest way to get around that is accessing Google Accounts Authority to retrieve the password. If you do not get it from there then you will have to hard reset. The Hotmail limit is set based on your reputation with them. If you are a new user they may limit the emails for a period of time. You can verify your account at Live.com to increase the limit immediately. The limit will not be increased if you already receive the maximum allowed of 100 per day for example.

Check your Sync and force Sync. Go into Recovery Mode as if you were doing a hard reset but wipe the cache partition instead. If this still does not resolve your error then uninstall the app and reinstall.
