How do I fix Win7 ultimate 32bit is not a valid win32 application?

I have downloaded a few Win7 ultimate 32bit ISO files and when I try to run the Win7 DVD/USB tool I cannot get past the first step, it tells me that those file are invalid Win 32 applications. All the ISO files I downloaded say they are 32bit.

Is this for SP1? I do not have SP2 installed in old system. Have Win7 Home Premium disk?

Operating system not showing when attempting to load Win7. Bootmgr of course is missing. First attempt at USB install..No way to use disk..stopped at Operating system not indicated when browse for drivers ...the old merry go round.
