Hotspot works from home but not detectable in the city, what is the problem?

Hi, I have a Samsung Note5 and hotspot works fine from home however, the hotspot isn't detectable when it's used in the City. The city has a lot of WiFi's which I believe the WiFi packets are stopping my Note5 from detected. What do you think is causing the issue?. I have tried: Tested a Huawei Nexus 6P and the hotspot is detectable. Restarted Phone, Changed SSID and password. I think it was caused by: Public\Private WiFi in the area with it's PACKETS stopping the phone from being detected
