HP PC not posting, nothing on screen, PC does power on?

Okay I turn on my PC and both fans work, no beep, nothing on screen, took out RAM and video card, nothing, took out CMOS battery and put it back, nothing, nothing that I have tried has worked, and I don't know what to do,. I have tried: Removing RAM, removing Video card, replacing CMOS battery, trying other PCU's
