How do you ensure that data is read and call barring deactivated?

Outgoing calls are barred on my Samsung t285. Attempts to change the settings results in an error message as above.

I tried using the default password of 0000 to enable the call barring feature for international calls but get a failed reject message?

I was thinking of calling Samsung but would you know of another way. I own the Samsung j1. The default password does not work. I haven't set up another password.

Samsung S6, cannot deactivate call barring after overseas trip?

I have tried to deactivate the call barring of incoming calls and it gives the message as before. I have performed a full factory reset and still it persisted. I have tried my carriers default USSD codes as well and still no joy. Any advice is appreciated. No answer provided as far as I can see, this is aggravating. I have tried: Settings reset, factory reset, carrier USSD codes, I am at my wits end. I think it was caused by: No idea, it should have been a simple switch off, but it keeps giving failed to read data call barring rejected message.
