Does he like me or not? What does it mean when someone continues to look at you when you start speaking to someone else?

A guy I work with but never spoke to would stare and smile. Eventually I spoke to him and someone else told him I liked him. We talk to each other from time to time. When we talk and someone interjects and I begin speaking to that person, I notice he continues to look at me. We have many moments when we just look at each other and smile without speaking. He has yet to ask for my number or ask me out. Does he like me or not?. I have tried: I try to flirt a little through subtly complimenting him and asking questions about himself.. I think it was caused by: I am shy and I don't know him well enough to know how he acts around women.
