Connection and transfer of data problem?

I have an S4 Mini. My PC does not detect it when I plug it in. I want to transfer photos from my phone to PC and music from my PC to phone. I have tried installing Kies, it does not work for me either, any help you could give me would be gratefully received. Thank you.

Hi, I'd like to download a file from my S4, but I'm getting a message that the device isn't recognized. I assume it's because the USB cable is not a Samsung. I tried downloading drivers from Samsung, but that didn't solve it. Would you concur, or do you have another possibility to offer?
