Confused about video output if its software or hardware? card is under warranty for sure but costs to test?

In safe mode video output happens, on Ctrl Alt Delete monitor goes black, on Windows install or repair disk screen goes on for a half second out of a minute, monitor screen cables are tested, video card is a little over a month old. Computer had Trojan but most actions to troubleshoot result in black screen until say task manager is closed or Windows repair is exited. In normal mode video appears off and usually intermittent in safe mode video works until say the Nvidia web site or Ctrl Alt Delete etc, new video driver installed, mobo driver fails to install whole system is only a month and a bit old AMD 8 core MSI krait board Nvidia 950 card 16GB of RAM, not sure brand PSU is Evga gold 750 watt. Can't access troubleshooting, means not sure how to fix something that won't even let me have video output for a fresh wipe and install
