Can a letter like this be written as an explanation for a plea of guilty?

And if one does, could it help reduce the fee associated with the ticket? The article talks about a plea letter, but this is for an explanation letter and I'm not sure how the two differ or what the circumstances are that a letter of this nature would be helpful. I have tried: Searching other sites, but the information out there is very confusing. I understand my options but I don't know what is best. I believe pleading guilty in my case is best, but I want to know if a letter could help or if I need to seek alternative options.
