Unfortunately, to run the PPSSPP emulator on your computer, you need to have a video card that supports OpenGL 2.0. PPSSPP can only run with OpenGL 2.0; so no, you unfortunately cannot run the official emulator with just OpenGL 1.4. However, you may be able to use a third-party developer's port of PPSSPP that uses DirectX instead of OpenGL. Click here to download the DirectX port of PPSSPP. You will need to place the files you download from there into your original PPSSPP installation folder, and you should then be able to run the emulator on your computer. You will suffer a performance hit from using this method, but it will not be substantial enough to make the emulator useless. You will still be able to play your PSP games -- you may just deal with lag at certain points in the game.
