It seems that you are trying to change the output of your Samsung Galaxy S3 hotspot in order to accommodate your computer. This will not be possible for you will not be able to change the devices functions in order to support your computer if it cannot accept the signal being sent out by your device.

Unfortunately, you cannot force your phone's Hotspot to be on 802.11b/g as most phones are on 802.11b/g/n like Samsung S3 and it has been preset to 802.11N to the highest performance. The phone is also capable of broadcasting b/g/n and the older Laptop should be able to connect to the Hotspot network. If the computer is not able to connect to the network, you may need to disable the security to your hotspot. If you have a Windows XP computer with Service Pack 2. Basically it does not support WPA+WPA2 or just the WPA2 security which you need to change it to WPA, WEP or to NONE/Disabled. What you can do is to have a wireless adapter with 802.11 b/g/n for you to connect to the hotspot or simply do a USB tethering to share internet access from phone.
