Can't sign into Google to open phone to verify Google?

Can't sign into Google to open phone. Can't open phone to verify Google after factory reset on my phone so I don't know what to do with the fact that the company is also available on the internet and mobile phones are not going to verify Google. No Google, no phone. But I still have to verify Google to open phone. I don't know what to do. I have tried: 30 hours of trying to verify Google for the last two days. I think it was caused by: Google with the fact that the company is planning to open up and I don't know what to expect from this point forward
