Can't get screen to desired brightness?

My phone will unexpectedly darken and then not get bright again. Sometimes so dark that I can barely see the icons to shut down and restart. Restart works until it does it again. Power saver is off. Help. I have tried: Following your directions but my Samsung 5 mini does not have the Accessibility icon you mention in the 'place' you mention so I cannot advance to correct.. I think it was caused by: I have no idea. Brightness is at more than 1/2, and power save is off.

Doesn't allow me to access, its grayed out?

The phone will not allow me to change the dark screen setting. I have tried: I followed your instruction exactly
