In order to enable "Set Automatically", tap one time on the switch to the right.
The time zone will be detected by the device from the cell phone network or IP addresses. In this video, tapping the switch will allow the device receive a signal from the cellphone network (if you have a SIM card), from your computer when you synchronize with it, or detect the data or WiFi IP address, which will define that the device is in Tbilisi. Then, iPad will set the time zone to that location. If you're connected to a VPN network, you may not get an accurate reading on your current physical location, because the VPN mode may tell your iPad that you are somewhere else.
