I can't get Siri to talk to me via the hey Siri mode ? iPhone 6?

I can't get Siri to talk to me via the Hey Siri mode ? I don't know if there is something that I am missing, I have looked everywhere in settings and don't see any thing pertaining to that function. I didn't see anything of that nature in any of the questions. I have tried: Don't know what to do that is why I am here. Looking through all the setting and don't see anywhere I can install voice to Siri. I think it was caused by: Not a clue, that's why I am posting this question.
